Low IQ, impulsive, violent people should be avoided, especially when they are in groups. When in groups, reason goes out the window for them and they revert to their long ago ancestry. It follows that large cities should be avoided.

The vast majority can’t be educated or entrusted with meaningful employment. Opening a business near such groups invites theft and vandalism. Insurance rates are rightly very high so there’s even less incentive to build there.

There comes a point where you throw in the towel and leave these people to fend for themselves.
