What I really (don't) want to know is who TF did they have to make this law due to?

Cause seemingly no one was trying to make Anti Raccoon Sex Legislation a thing til they absolutely had to..?

To the best of my knowledge no jurisdiction has a law against sex with raccoons specifically. But laws against sex with animals in general (bestiality) are common. Not everywhere has that either though, some localities figure animal cruelty laws cover it adequately. But this does leave open the door for an interesting defense: "What cruelty? The raccoon enjoyed it as much as I did."
