Hinkley was eventually from a psychiatric institution and he tried to kill a president.

Yeah, like the other week. Although Hinkley actually hadn't been locked up in a while, he was on supervised release for years, they just ended the supervision part. 40 years for shooting the President with a .22 doesn't seem unjust to me.
