The previous amount of 10% (summer blend) was raised to a year-round 15% (waiver) by the Environmental Protection Agency (EPA).

So - NOT the Biden administration. The EPA is an independent agency, and thus addresses these issues without the direct input of the executive branch. There may be an indirect influence, but if you have problems with the EPA, address the EPA. Moreover, less reliance on foreign oil is good.

The EPA is a part of the current government, commonly referred to as the Biden administration.

If less reliance on foreign oil is good, and the Biden administration is making it harder and even in some cases illegal to extract domestic oil, does that mean the Biden administration is evil?
