So I've seen the Smith Mundt modernization act mentioned around various internet locations; I took it to mean that it was now legal to use propaganda on US citizens and knowingly mislead them. But looking briefly at the act and some mainstream sources, it seemed on the surface to be about the fact that anything online is served to a global audience. The implication is that anything shown to non citizens would also automatically be seen by citizens as well. Are there more nefarious details lurking there? How can the media legally purposefully mislead the public?
