These aren't well-educated tourists. These are people who grew up in abject poverty, to the point where they felt it necessary to flee their home and their family and their culture just for a chance at survival.

They rarely have more than an elementary-school education; they rarely speak any English; and it's super easy to give them a ticket and imply that a job is waiting for them.

Which is exactly what Abbott is doing. Exploiting people who have no idea what's going on, as some kind of sick political prank. And when they get there, only to find that absolutely nothing is waiting for them, they have no resources and no Earthly idea what the fuck to do.
