Girls start puberty between 7 and 12, so most will have pubic hair by then. Personally I don't think any kid that age would be interested in sex with anyone if they were not sexually groomed by media, or adults in thier life.

Girls are biologically programmed to imprint on thier first mate and it really fucks up our families that most girls fuck early and fuck guys who they won't be with long term.

The most stable relationahips are those where the girl is 2-5 years younger than the guy. They get together young and are each other's only partner. But our schools put boys and girls of the same age together and socially attack any young relationship where there is an age gap.

So even if a 14 year old girl is ready, she is set up to fail. Only abusive, pervy guys don't give a fuck about social pressure and go after them. Those predators won't stay with them long term.

I have seen women hung up on their first "True Love," but one dude their entire lives doesn't work either, they always wonder if there's something better out there. Even the Amish let their kids slut out to get it out of their system. And the first guy they shag isn't necessarily a love.

I think that's usually because that results in more parity, guys being a little less mature in general. People are backwards compatible, you can engender to tolerate someone less mature than yourself, but you can never understand someone you are incapable of understanding due to a lack of experience. At best they can take your word for things if they trust you.
