Possibly those that infiltrated the organisation and made that change would like the poor to lose out on charity. It strengthens their argument that we need the state. Are there any uncorrupted charities?

never give to any charities, if you want to really help poor people give them some money directly, preferably family members if they need it.

No, there are not any charities which are not corrupted. There never have been, at least not in recorded history.
