We were just talking about this the other day! The consensus was that you should roast the chiles in vinegar and then (blend?) them?

A little vinegar, or lime juice, goes in, for the acidity, but it's not roasted in vinegar. I deseed the tomatoes, roast the tomatoes, onion, garlic, and peppers. The tomato skins get removed. It has to cool (hot stuff in a blender is no bueno without a vent), and blend it with cilantro. Then I tend to add some finely diced fresh tomatoes by hand also.
