The constellation of individuals responsible for this would be necessarily large. The papers published in the highest journals all require teams of people to sign off. It's always a challenge to see which people actually understood what was being done versus which were the useful idiots following orders. Both groups are culpable, but the useful idiots were just functionaries, not architects of the plan. Their kind of evil is almost impossible to root out, because they need no reason other than obedience to propagate incredible destruction through a system, and they honestly don't have the intellectual capacity (=intellectual curiosity) to recognize the damage they are leaving in the wake of their signatures.
