He knew, because Moderna was working on it for the Swine Flu. This is where the lawsuits trying to take Moderna's profits came from. They claimed that Moderna's Covid vaccine was a product of government funding and research partnerships, used in efforts to developer a Swine Flu mRNA vaccine, which never materialized.
