I'm not quite sure which dystopia you mean. The psychopaths are one side of the issue, but they would have little effect on anything in a functional species. The other side is the masses, who are little different from a computer running Windows 95 in current year, with no firewall or virus protection. The programming just goes right in and self-updates.
