Truth.

Douglas Valentine's "CIA As Organized Crime" says the CIA has only two fundamental purposes: 1) gain power by any means necessary 2) always have plausible deniability.

That's about right — but I think they've dropped the second one after realizing that no matter how obvious it is: no one will do no'n about it.
