This is exactly the plan. They can't just release a super deadly virus because it would kill them too. Once it is out in the wild it can mutate and even if they had a cure for themselves the mutated strain would kill them anyway. The safest way for them is to give everyone a "vaccine" that will either outright kill them or will prime them to be killed by a weak virus. Then they can control exactly who gets the kill vaccine and who gets the placebo. The next virus will either be a total phantom that only exists in the media and is used to explain the vaccine deaths, or it will be a trigger virus that kills off those who have been primed.

Naturally they will blame the unvaccinated people by claiming that they are the reason the virus mutated.
