They can. They just don't have the time and power to study everything personally.

And they don't have to if they elect public servants who will implement the approprate regulations on corporations, rather than deregulate the corportations, which has been a trend for 40 years, especially with the GOP.

GOP talk the talk, but does nothing. Nothing can be good, but not when everything is bad.

 

The very ability to implement regulations is the main source of government corruption.
A government that can't grant monopoly and destroy competition, who would want to bribe it?
A government that can't steal property and freedoms, who would want to appease it?
Only a powerless government can stay pure.
