If Israel accepts my peace plan, Congress will have nothing to do with it.

If Israel rejects it, the UN should impose a ceasefire. The resolution would be binding. See https://www.reuters.com/world/middle-east/un-security-council-demanded-gaza-ceasefire-what-happens-now-2024-03-26

It's highly doubtful that the US or Russia would vote 'yes' to a ceasefire order. France, the UK and China might agree to it.

I have no means of presenting my plan. Consequently, we do not know how Israel and the world would respond to it. If my plan is rejected and there is no ceasefire, then the war could spread beyond the region. Remember that World War I started off small but spread.
