That's a misnomer.

"Safe and effective"

They're considered "effective" if the immune system produces antibodies.
That's it. Literally. There's no guarantee of additional protection, or benefit.

They're considered "safe" because you can't sue the manufacturers for damages. Ever.
So, they are safe.

So, they're actually being honest. /S
