The direct quote from the document was included in the comment. Review the document yourself at the official CDC.gov site:

It's explicitly states:

the circumstances of the accident or violence which produced the fatal injury” (7), should be reported on the lowest line used in Part I.

The shark attack is "the accident or violence" so it is now considered secondary. This reporting change was made in April.

Every Coco death since April is questionable, at best.

The reporting system for fatalities has worked quite well, for many decades.

If the pandemic was a real and deadly epidemic, then there would be no reason to modify the reporting method.

But they changed it in April, because people weren't dying from it.

It's a hoax.

The motorcycle death is a clerical error, not evidence of a hoax.

But sure, basically every developed country, including enemy countries, are colluding with each other to fake these cases and death numbers because wanting to shut down the economy makes so much sense.
