If it has the Libre name affixed to it, then it has more support than what it was based on. Assuming that it is the same group that works on Libreoffice, that now takes the position in the linux community that Openoffice once held.

Libré just means free as in freedom and free of charge.

ie. /s/FLOSS = Free/Libré Open Source Software

I do not think they are connected in any way.

But maybe this one is: https://librebrowser.com/

I'm not seeing mentioned that this was from the same group that did LibreOffice. Just because it has "Libre" in front, doesn't tell me it's from The Document Foundation. :P

Edit: Also, I should note, I have nothing against such a project. Just rather see one that makes good use of a fork, and not fork just to make a statement.

I did a little looking around as well. Other than the name, which could just be optimism on their part, I too couldn't find a connection.
