Ok. Let's pretend for a moment that penises are really the same as vaginas, just in a different form. I mean, after all, brain tissue originates from the same clump of cells that eventually diverges to create a penis too, so clearly penises are also brains. And arms, and hearts, and spinal cords, and your big toe. Just an entire body of penises. Males and females. All from that handful of cells.

Assuming that my ridiculous but congruent-to-tra-arguments comparison was accurate, it is still in no way meaningful. To have any sort of useful scientific and medical knowledge of what a brain and penis actually IS, and how they are DIFFERENT, you need to analyze the structure of organs 1. As they are, and 2. As they are intended to be in a healthy body. How they developed is not necessarily relevant to either question. Now apply the same logic to penises versus vaginas, or literally any other thing that is made up, ultimately, of cells. Biology does not have to form entirely new structures, wholecloth, in order for the differences in one type of bird to be vitally important in distinguishing it from another type of bird. The same way that every word in the English language is made up of the same 26 letters.

Calling a penis an "inverted clitoris" is a grossly simplistic and absurd take on a complex developmental process. It is "true" only in the loosest sense that they developed by the same process that gives us every other organ in our bodies, and they happen to wind up in the same general location. It tells you no useful or relevant information about either completed structure, the associated medical risks, nor their functionality.

It is moronic, scientifically ignorant, and based solely around a political ideology that is both. Why would we call them the same? Why would anyone, outside of idiots and lunatics?
