I'll take "people that don't understand how the 1st Amendment works" for $500, Alex.

Mocking women (or anyone) is one of the most ironclad protections afforded by the 1st amendment. The government can't regulate how people dress and express themselves.

The best you could hope to achieve is a return to standards where it requires extensive therapy and that you be a certain age to get a diagnosis, and a diagnosis is required to gain access to hormones and surgery. No way you could ever outlaw that stuff entirely.
