the TL; DR version is that identity would trump sex in terms of access to formerly restricted spaces.

There is no clarity as to what identity actually means, so it would most likely end up as whatever these people feel like being on any given day. There will be men in every locker room, bathroom, changing room, etc. that was formerly "women only". Any school that receives federal funding would have to comply or risk being sued / funding yanked. It will provide cover for every perv to just waltz into women's bathrooms / locker rooms just by claiming to be trans. Women who would normally alert security will be frightened to do so, b/c now that the Yanivs of the world have been granted access, there is no real way to tell the pervs apart from the T's who are just changing after a workout(and shouldn't be there in the first place, but who aren't actively trying to cause harm) women will be afraid of the online twitter mob coming after them for being a phobe.

School sports teams will be invaded by brainwashed gay kids who now think it is their destiny to be a woman. Jimmy is going to live the dream of being a basketball star all the while being praised for his stunning bravery while some girl he just flattened is picking her teeth up off the floor b/c she tried to guard him and took a shoulder to the mouth. Nobody but her parents will give two shits about her though as long as Jimmy is dunking on everyone and winning trophies. She is replaceable, Jimmy is a STAAAAAARRRR !

Women's awards and scholarships willbe taken by TiM's, b/c not doing so is transphobic and nobody wants to be labelled a transhpobe b/c that's one step short of being an actual monster, with horns, a tail and a lair in a dark forest.

That is the wonderful world of the EA which will probably be rammed thru via executive order the way the bathroom rule was during Obama's presidency. All the woke suburban women who "stood up to Trump" are now going to have to sit next to men in the ladies room. Yay.

Fortunately, the EA can't be rammed thru or snuck in via the back door by POTUS using an executive order. Coz the EA is legislation that has to be passed by Congress (House and Senate) before it becomes law. Once Congress passes legislation, POTUS has 10 days to sign it into law - or POTUS can veto it, leading to Congress having to vote again to override the veto or to let the veto stand.

But only after federal legislation has become law in the US does the executive branch then issue rules, regulations and "guidelines" specifying exactly how the law is to be implemented. And only after legislation has become law can POTUS issue executive orders re-interpreting it - or turning it entirely on its head as Obama unfortunately did with Title IX.

As an American, I rather appreciated the following warning:

Expansion of Power

Exploiting affirmative action and the unofficial protected status of women in this country is only a single way this bill is going wrong. The ultimate danger comes from giving Congress and regulatory bodies ambiguous control over our daily lives.

It all comes back to that problem of identity. The government can now accuse you of discrimination and use that as grounds for all kinds of abuse of power. The burden of proof disappears. Anyone can claim any identity they want.

Since this bill goes out of its way to remove clear and concise definitions from the law, it obscures any hardline protections for citizens from their government.

Essentially, this utilizes the same mentality as hate speech laws. When things are gray and murky, the government need only win in the court of public opinion. The court of law becomes their uncontested domain.
