In the literal sense, the Chinese? There's so many of them and their government oppresses them so much that, numerically speaking, they'd end up being the most oppressed race.

Depends on what you consider a race, I guess. Ughyurs and Kurds and Palestinians and Rohingyas all have it pretty fucking awful, but everyone's got their own opinion about what is and isn't a race.
