I was in Costa Rica in the 90s and recently, and it has changed a lot for the worse. Forget Costa Rica.

I also visited Roatan a long time ago. It's typically caribbean with nice beaches, tropical climate, and a black population.

Between 2012 and 2017 alone, it is estimated that at least 30,000 Mexican Mennonites emigrated to Canada. source

It's the cartels owning and operating Mexico that makes me leery. Maybe you can find a good area that's under their radar, but it's an extremely violent country.

As for Costa Rica, they sound like the people here on the California coast. All businesses or buildings require the mask, and you can't just 'not wear one'. People outside have been ranging in the 90-95% masked range since last summer, but it's been as high as 98% of all people I saw outside during the day wearing masks. I rarely go into town anymore because there's no place you can go without wearing The Mask.
