Yes, In politic s, ant-<something> will often be used to push for <something>, pretending to be against <something>.
The start of World War 1, showed how this worked: https://www.corbettreport.com/wwi/ A group pretending to be against a war, pushed propaganda that was actually starting the war.
In similar sense the "war against drugs" made the drugs more profitable. And the CIA-supported mafia got ultra-rich from it. And the medicine companies.
