It's in the DNA, there is no fixing him or reeducating and safely reintroducing him back into society. In a sane world he would shot and unceremoniously disposed of together with the rest of his tainted bloodline.

Possibly contributes.

A longitudinal study in Sweden found that sexual offending ran in families. (With full brothers of sexual offenders being about 5 times more likely than the general population to commit a sexual crime.) With about 40% of that variation attributable to genetic rather than environmental factors. (Although the link in much weaker for the rape of an adult than for child molestation.)

Having said that, wantedness of a child is a very big predictor of criminality. So watch those states that have outlawed abortion. They've set themselves a time bomb that will start to go off in about 15 years:

"From 1991 to 2014, the violent and property crime rates each fell by 50%. Legalized abortion is estimated to have reduced violent crime by 47% and property crime by 33% over this period, and thus can explain most of the observed crime decline." - DONOHUE and LEVITT

It's not surprising of itself.

It is perhaps surprising, or at least interesting, that this accounts for most of the observed crime decline 1991 to 2914.
