"Propellers" have had controllable-pitch blades since the 1920s, including "flat/feathered" (doesn't turn) and 'reverse' settings. Why haven't the geniuses in the 'wind-power industry' thought to implement these features?

It seems we read every week of "Herp-derp, it won't stop!" and/or 'Muh overspeed!!' in the wind-farm news. Don't they have adult supervision?
