They normally give user bans and not IP bans. I think ban evasion is tracked based on which IP address was used to originally register the account, or perhaps they use cookies. But merely logging in from a certain IP doesn't 'infect' your account. (And certainly not if it was a user ban.) It worked like this the last time I checked, but it'd be quite insane if merely logging in from the wrong IP address transfers a ban to that account, that's why I'm fairly certain it still works as I described above.

They do use cookies. If they go so far as to change your account passwords, that will infect any account you try to log into.
