Court systems are largely broken by their financial self-needs. Many have become revenue systems for counties. Make discriminatory charges against people with pretty nanny-state crime laws, fine them and then jail them for not paying, adding more fines, and the promise of more jail when they don't pay again. Then they charge the state for the cost of housing in jail people for not paying those charges.

Fine just never have worked. They are obviously not a deterrent from many types of crime. They are expensive to collect, requiring a whole armed army. No one wants to blow off serious crimes for fines, or you end up like Chicago, California, Washington, and Oregon, overran by gangs and organized crime.
