If you're not familiar with this clip, Captain Picard is being interrogated by the Cardassian alien race and part of the psychological manipulation is the alien getting Picard to look at 4 shining lights and say there are 5, to submit his obvious view of reality to another person's false construction.

Despite being tortured Picard defiantly remains adamant there are four lights.

Just before he was rescued, Picard was undergoing his last torture session. In the final moments of torture he was going to say he saw 5 lights, but his captor let him know that he was immediately going with the people from the federation.
