The air of incompetence is part of the shtick. Then they can do evil things and go "Oh we did an oopsie, we didn't know, that's what we get for having a bad leader" but meanwhile the unelected deep governmental people know exactly what they're doing, they just keep swapping out puppets every few years

As long as he can still make out the funny symbols on his teleprompter there will be mispronunciations. It's fun
