Lookup the Stasi's psychological weapons program. They had patents in 1974 on ways to put voices in someone's head from a far off dtstance called 'voice-to-skull.' They also had a program called Zuetuaneg or something like that. They wouldn't kill their target they would decompose it slowly through discretisation, destroying self-confidence, gang-stalking, etc.
