And when these things catch fire the fire department says the amount of water needed to put them out is like an office building fire. Who came up with this shit?

They could use as much or as little water as they please. For a li-ion battery fire, no amount of water is useful and the fire department's mission becomes containment of secondary ignitions. Ignore it until the high-energy blaze underneath fades a bit; the battery will burn until she's done and then you can put out what's left over.
