Didn't read the article yet, but... Kids shouldn't have cellphones. Being a parent, I get thinking you always need a line to your kid, that makes sense for peace of mind, but if you're not training your kid to think for themself, maybe you need to rethink your objectives. School isn't a playground or a prison network where you're getting contra-band in and out. They are there to do one job, learn how to be intellectually self sufficient. There's already so much to disagree with about what's going on in schools. Drag queen reading hours, CRT, on and on, but this shouldn't be one of them. Don't agree with the agenda? Good! Homeschool your kid or use vouchers.
