Even the name "Dark" Right-Wing was conceived to cast doubt and suspicion and make you think of the SS.

I think Herrig is referring to a kind of SS. 'Dark' is a quote of Herrig:

"It would allow far-right groups like Heritage and the Conservative Partnership Institute to implement their dangerous wish lists with no regard for everyday Americans."

"The project — and the dark network propping it up — must be held accountable for their efforts to undermine our democracy."

A dark network is also a kind of secret network, much like the reference to the dark web.
