To be just a tiny bit (a really tiny bit, mind) fair though, they might be aware that their ability to get China to do pretty much anything that China doesn't want to do is somewhere in between the points of jackshit and fuck-all-nothing.

They might also be aware that all of the garbage shipped to China for supposed recycling is just dumped in the ocean, and that China doesn't do a single fucking thing but collect money for services never rendered. And so counting on China, of all places, to give a rat's ass about pollution is about as likely as Biden suddenly putting on a MAGA hat and saying that Trump was a great president.
