So if the husband dies the estate should get fully taxed before it goes to the wife because marriage has nothing to do with government they should be treated just like any other unrelated individuals.

You can leave your estate to whoever you specify

But it's not taxed when it goes to a married partner because the marriage is tied to the state.

Or the end inheritance taxes completely and this is all a moot point. We need a Convention of States to repeal the 16th amendment. Federal government will never vote their hands from our pockets.
