He was insinuating the act of having them moved off premise implied they were being made declassified. If he did have full declassification authority, without need of a bureaucratic process, then this is obviously the case. I don't think that requirement for a "process" has been shown as legally required yet. It is just more of the common process for post declassification redactions review. We'll have to let the courts determine that, but courts haven't proven very objective lately. We need about 4 courts to rule on everything, due to the many activist judges making very worrying insane rulings.
