Russia has already been caught. I would say the enemies of America who have to resources to fund dis-information campaigns. Trump and his connection to Russia, many other politicians connections to Russia.

I hate to be that guy but Russia really is the main suspect.

I live in a medium sized city in Canada (about 100,000 residents). There is an area of town that, while not violent and hasn't degraded to the level of Portland, still has people shooting up in broad daylight in public. I have seen people shoot up on bus stop benches and on grass next to sidewalks.

I tend not to go down there.
