I live in a medium sized city in Canada (about 100,000 residents). There is an area of town that, while not violent and hasn't degraded to the level of Portland, still has people shooting up in broad daylight in public. I have seen people shoot up on bus stop benches and on grass next to sidewalks.

I tend not to go down there.
