This requires complicity with the bodies who 'sent out' the ballots, as they would not have gone through the postal system on the way out.

Perhaps. Could also be mail theft. Or "dumpster diving." I retained all the absentee ballot request forms I received in the mail, so I could discard them AFTER the election. Historic Voter Participation Rates can and should be utilized as preliminary screening for fraud. As you say

So, registered non-voters became voters by another's hand.

Edit. So many Major - super duper important elections in my lifetime that people claimed their "vote wouldn't matter anyway", and they didn't vote.

Our votes don't matter because both parties are owned and operated by the same people. You are voting for a different flavor of shit, and think you are making a difference.

Local politics is a little different, but it's still pay to play, and so, most players are jack-ass industrialists with little to no experience in doing anything but schmooze

Eh, I disagree with this. At the least it shows/warns Power that the voters are still invested in the ideal process and have not totally given up on the country.

Yep, yeppity yep, yes.

However, we're still offered a slightly different emphasis or timeline or order of events. e.g. Trumps HUD is currently trying to keep men out of women's shelters, while Biden stated within first 100 days of Biden's administration all public and private women's facilities will be mixed sexed. Women will have no legal non-'personal residence' place to undress or pee without the presence of males. For women, that's an important difference.

Edit Regarding Local politics, yep, I've seen that, too. e.g. A city mayor who had no idea the National Guard could (or should) be called in after a natural disaster. Sheesh!

People need to boycott the political system, that means not voting. When I refrain from voting, I am saying that I care about my country and have no confidence in our leaders.
