It seems draconian because you think with your heart and not with your brain. Policies based on empathy are incredibly ignorant. You essentially take a special case and extrapolate that to everyone. It is ass backwards. Generalizations always have some exceptions, and thus failures; but they are correct most of the time. What you are proposing is making a generalization not based on what the vast majority is but some exception, making your generalization almost entirely wrong. Empathy is only valid on an individual basis, based on the exclusive circumstances of that individual. This is the great failure in most leftist ideologies.

It's perfectly fine to wish a homeless person good fortune, and everyone does. Some of us also are intelligent to realize that if that homeless person were to win the lotto it is more likely than not that they would overdose on drugs than get off the streets permanently. So I don't wish for them to win the lotto, not because I am mean, but because I am intelligent enough to understand the consequences and would rather they hit rock bottom and finally find the will and the wisdom to turn their life around.

Good wishes don't make you a good person.
