This is where moderation and improved rules are both required: a post reporting a tragedy should not be able to be marked as funny, it's worse than negative vote trolling on other sites, it's beyond disrespectful, it's despicable.

I understand your point. However this is supposed to be an open platform right? If I understand you correctly you find it disgusting that someone would find the story to be funny. Perhaps someone else would find this to be funny because it will not make the news? Perhaps it is funny to them in a chuckle to themselves and throw their hands up like ‘hey look at this shit fucking crazy right?’ I understand this is weak but playing devils advocate.
