It really depends on who you let in.

There's a reason Canada fared better that European nations when they opened their doors to refugees.

From a public safety POV, unattached men should not be admitted. Families, women, and children are fine.

Certainly families are an improvement, but it's not the only consideration. How's the Somalian families working out for Minnesota? How many generations will it take before Noel MO considers itself one community again instead of five (or can even speak a common language)?

I consider language barriers to be less of a problem than public safety. It’s barely on my radar because the presence of people culturally dissimilar to me just doesn’t bother me unless they try to encroach on my way of life.

I also speak decent Spanish, so that helps in the USA.

A potentially good strategy would be to admit the refugees but never (ever) give them anything beyond a green card.

That way they have limited political influence.

I think you are completely correct in the short term. In the long run language barriers are also a public safety issue. There's no trust and the communities stay isolated.

In addition to your proposal, I think separating them so there's a maximum of 3 families from the originating country per town would tend towards speedy integration.

That’s not a bad idea. Seems a bit difficult to enforce long term, but I’m open to it.

Trump has let in more immogrants then Obama. Clinton was far more strict in combating immigration than Trump.
