They have complete control over their reservations including who comes in.

Of course they don't.

Tribal land (reservations and land held in trust) is still part of the USA. The tribes are sovereign governments roughly equivalent to the states, but not independent countries so federal law (but not state law) still applies in them. Federal law take precedence except where Congress has explicitly given jurisdiction to the tribe. That means that, like the states, they cannot deny American citizens from entering due to the right to travel, except under very narrow circumstances.

You don't need a passport to enter them and there is no border control. Many federal highways go right through the middle of tribal land and you've probably driven through them without knowing.

You can travel on public roads through Indian territories, you can enter public spaces such as supermarkets, tourist resorts, parks, zoos, golf courses, etc, exactly the same as anywhere else in the USA. You can't go into private property (e.g. people's houses, mining land, ranches and farms, etc) unless permitted by the owner, same as anywhere else.

Another reason why they should've been wiped out.
