"When do we deploy the new variant?" I don't think there could be any other way to take it. The language is more than clear. Nobody speaks in terms of "deploy the press statement". Same with cheering on fear mongering in the previous line. You may not be aware of it but it came out the Covid was in fact lab grown and released.

And you should know that this isn't a Bond Villain and his henchman in his secret underground laboratory where they have vials of future covid ready to deploy deep into India or South Africa.

This is Matt Hancock the then British secretary of state for public health and social care, in a wattsapp chat with Damon Poole, his media adviser, trying to ensure compliance with Covid-19 restrictions, and their problem being that they can't get the front page as Brexit is always the top story.

Yeah they do. Politicians and their press adviser will sit on stories, and "deploy" them in that language to swing the media cycle away from something or to keep something in the media.

Same with cheering on fear mongering in the previous line.

He wanted to ensure compliance with the rules, using fear. (Noting that he didn't follow said rules, and is an independent having been kicked out of the Tories).

Really. And all the later mutations were separately lab grown and released? To different parts of the world? All at the command of media advisers to British cabinet ministers?

The quoted bit is The Guardian's narration. But the web page also quoted Hancock himself later on, and his wording was different, as /u/Bonn1770 is saying.

“We frighten the pants of everyone with the new strain,” the then health secretary responded. “But the complication with that Brexit is taking the top line,” he said, in an apparent reference to media coverage of the UK’s EU exit. “Yep that’s what will get proper behaviour change,” the adviser said. “When do we deploy the new variant,” Hancock said. The conversation, on 13 December 2020...

It's strange that more than two years ago Hancock was already calling COVID a "new variant". I didn't begin to hear that description for COVID until the first vaccine failed and they started rolling out new "vaccines", which they called boosters for the "new variants". So, what was Hancock calling a new variant? People speculate that COVID was just a new variant of the annual flu.

If you can't understand they are talking about when to release talking points here then you shoudl disqualify yourself from discussing anything beyond making houses out of lego bricks to amuse children

so you're saying "we made this virus and will release the next variant into the world's immune-naive population because reasons" is the same as "we like to keep people unhappy so we put out timed news agendas"
