Chipit is a dummy and you're right. Problem could have been solved with a snowblower. No foresight at all. Like one dude needed a whole squadron of firefighters to dig him out "so he could visit his mother in the hospital". The minute we let society concern troll those who have been snowed in is the moment that the nanny state has triumphed.
