It is a conspiracy theory based in racism and xenophobia. The white population is slowing down because unlike Black women, Hispanic women and other ethnicities, White women use birth control and don't have as many kids.

Unlike the coloured ethnicities, White families don't get any benefits for having children and for invading other countries and demanding free food and housing.
