In Hawaii it is illegal to live off the grid.

No it is not. Perfectly legal but there are still some rules one must follow to do this. As a matter of fact Hawaii allows more in the "off-grid" living than many of the remaining states. If you mean illegal in the sense you can't just find a piece of land and take over then yes. You're correct. Follow a few rules and living off grid is certainly doable and is done by many.
