SIM card registration is already common in many countries, and most of the EU: SIM-Card Registration Laws by Country. Your personal tracking device is so much more effective when it's tied to your identity. I've also been told (though I haven't confirmed it) that you can get in trouble in China if you don't have your smartphone on you when stopped by the police.
